Child Abuse and Neglect Resources Demonstration (CANRED) Project. Procedural Guide for Resource Development and Coordination

This procedural guide is the second of two companion guides developed for the child abuse and neglect resources demonstration project administered by the Special Projects Bureau of the Texas State Department of Public Welfare. This guide contains specific procedures and materials for the development and coordination of resources to identify, investigate, treat, and prevent child abuse and neglect. The guide specifically concentrates on procedures for developing and mobilizing community resources to bridge identifiable service gaps and reduce barriers to service. Local considerations to be taken into account before conducting a resource development and coordination effort include available personnel, funding, the sociopolitical environment, and legislative and administrative regulations. A systematic approach to resource development and coordination involves a plan to provide structure for decisionmaking concerning the allocation of staff, time, resources, and money. The major components of resource development and coordination are information sharing, establishing support, implementation, and evaluation. The most important method to achieve resource development and coordination goals is the employment of a decisionmaking process involving all program areas and levels of staff with various segments of the community. Procedures should be pilot tested, refined, and modified to aid staff in bridging service gaps and reducing service barriers.
