This report describes the medium-enriched uranium, thorium-based fuel cycle for a large high temperature gas-cooled reactor (LHTCR). Although primary emphasis is on defining the isotopic inventories of spent fuel elements, the total fuel cycle is discussed along with the LHTCR core and the reprocessing /prefabrication facility, the methodology used to characterize the spent fuel elements, and the data pertaining to fissile and fertile particle construction, fresh fuel specifications, and block flows. Volume II contains the appendices to this report.
