This report presents the initial findings of a research effort into the structure of California's electrical and gas utilities and the petroleum industry in terms of the organizational structure of these sectors. These data were collected and are reported in order to show some of the important organizational characteristics that today affect the energy industry and to anticipate the organizational opportunities and liabilities of potential future distributed technologies. Data are presented on four organizational characteristics (integration,centralization,interdependence,and public involvement) of the California energy system and the implications of these characteristics are illustrated with examples from a consideration of the likely organizational structure for two alternative technologies which might contribute to a distributed energy future for California. Data were collected on every California energy organization,but was specifically concentrated on about 20electrical companies, 8gas companies,and the major petroleum refiners.
