Planning Program to Accelerate Energy Conservation in Municipalities Interim Report

The importance of the User Requirements Committee (URC) in this process cannot be overstated. The individuals on this committee have provided the program with a wide variety of local government expertise. The experience obtained in using the methodology of problem identification, matching applicable technologies to high priority problems and transferring these technologies for local government use places the committee in a unique position for continuing this process in the future.nAnother significant aspect of the program has been the utiliz¬ation of an existing technology delivery system, the Urban Technology System (UTS), to test and evaluate the first energy technology-"Energy Conservation Retrofit Guide for Existing Public and Institutional Facilities."
