The initial approach to HEW officials indicates that though funds are not presently available, they are hopeful of an appropriation from Congress to support these types of programs.nThe attached funding program (Basic Plan and Option I), using HEW 3 percent loans, indicates that the University of Minnesota Grid-ICES is cost effective. The projections for Options II and III, using modified grants and loans, will be submitted with the Phase II final report. The low interest loan program indicates a return from the sale of electricity of one to 4 mils/KWHr.
