Evaluating Energy and Capacity Shortage the 1978-77 Natural Gas Shortage Volume 1

This report provides (1) a methodology for estimating shortage costs and (2) an estimate of the shortage cost for the 19.6-77 winter short fill in natura1 gas supply. The methodology shows how to develop a comprehensive estimate of the willingness-to-pay to avoid shortages -- the producers' plus employees' plus consumers' plus the general public's wi11ingnoss-to-pay to avoid the losses resulting from shortages.
