Brief Description of Proposed Action:nAdditional open-up periods of 3 years each are also authorized if recommended by the President and approved by Congress. A major objective of this Act was to increase domestic petroleum production.nSummary of Environmental Impacts and Adverse Effects:nPositive impacts of the project would be increased employment, use of vacant housing, increased local spending on goods and services, and the potential for increased domestic petroleum production with a commensurate decrease in the U.S. balance of payment deficit.
