It is recognized that many options for ownership of the system are possible. The distribution system will undoubtedly be owned and operated as a private or public utility. Either the expansion of the charter of an existing utility or the formation of a new utility is possible. Heat exchangers, central heat pumps, storage facilities, etc., will be located near the source of waste energy upon the property of or adjacent to the industrial concern producing the waste energy. None, some, or all of this equipment can be owned by the industrial concern with the utility owning the rest. At the user’s site, equipment to produce the desired conditioned air may be owned by the user, or leased from the utility, or partly owned partly leased.nThe many combinations of these ownership options will each have unique economic properties. In order that a fair comparison be made between the two heat pump system concepts, both will be analyzed based upon the assumption that a new publically owned utility will be formed which will own and maintain all equipment associated with the system as well as bear any retrofit costs incurred during system installation.
