PORTABILITY CONSIDERATIONS IN SOFTWARE DESIGN

The Commission of the European Communities has recently embarked on a technical study of computer-based systems for the storage, analysis and retrieval of legal information. One of the aims of the study is to specify software for a proposed new legal information system for use in and between member countries of the Communities. It is natural to hope that the system which is specified will be of value also to countries outside the Communities and perhaps beyond Europe so that it may form the basis of an inter-continental legal information network.nThe design criteria formulated by the Commission include the following:n* the system should consist of well-defined modules;n* it should be portable, and so capable of transfer to a variety of computers;n* it should be written in a widely-available high-level language;n* it should be capable of implementation not only on large modules but also on computers with a modest hardware configuration;n* it should be designed so as to allow for the introduction of new features and the modification or elimination of old ones, as experience and future require¬ments dictate.
