Transportation Services: An Examination of Regulatory Problems in Medicaid and Social Service Programs

The study has evolved from a large scale research and demonstration effort to improve the overall effectiveness and efficiency of human service related transportation programs. Considering the fact that many states and human services agencies and transportation providers had asserted that federal regulations and administration governing programs under Titles XIX and XX of the Social Security Act were the source of problems encountered by transportation services, the report explores the statutory, regulatory and administrative barriers to the use of these titles. In order to verify this assertion, the relevant federal regulations were placed under review which concentrated on delineating the planning/administrative processes to be followed by states in order to receive Titles XIX and XX federal funds and the impact of these processes on the provision of transportation. The results of the review is summarized in the study.
