The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules.
