The proposed administrative action to deny, grant or modify the Algonquin SNG, Inc. (Algonquin) petition for an adjusted allocation of naphtha feedstock may significantly affect the ehuman environment. The volume of feedstock requested is 4,425,571 barrels per year of naphtha to be used in Algonquin's Freetown, MA synthetic natural gas (SNG) plant. Environmental impacts of 100, 78, and 49% allocations were evaluated. (ERA citation 05:011409)
