Development and Application of a Methodology for Monitoring Social and Economic Impacts of Demonstration Projects: Executive Summary

The major objective of this study was to develop a longitudinal socioeconomic monitoring methodology which could be used by the Department of Energy and other agencies and individuals to determine the socioeconomic impacts of large-scale energy (or industrial) development. This methodology was applied to Monroe County, Georgia to determine the socioeconomic impacts of Plant Scherer, a 3200 MW, four-unit, coal-fired power plant, on the county, and to test and, where necessary, to revise and perfect the monitoring methodology in order to develop the most useful product. The results of this research are reported in four volumes: Literature Review; Monitoring Methodology; Assessment; and Executive Summary. In this Executive Summary, conclusions from the research are presented and a summary of the other volumes are presented.
