Interpreting the Factors Related to Groundwater Impact Assessment of Coal Conversion Solid Wastes

Oak Ridge National Laboratory is currently involved in the assessment of environmental impacts of five proposed coal conversion demonstration facilities. One of the primary areas of concern in demonstrating the environmental acceptability of the technology is the issue of solid waste disposal. Such concern is related to both regulatory compliance and the prevention of groundwater and surface water contamination. This paper presents an overview of the actual information available for the various projects and the techniques used to interpret the data. Analysis of the potential impacts and design of mitigating measures is based in large part on the information developed during this initial period of assessment and data collection. The methods used in the analyses are discussed in terms of the geology and hydrology of one of the sites, the alterations of the baseline monitoring plans imposed by geologic constraints and the feasibility of using certain techniques such as computer modeling.
