Analysis of the Obstacles to Financing Geothermal Hydrothermal Commercialization Projects and the Government Programs Designed to Remove Them

The risks associated with geothermal hydrothermal commercialization are broken down into five categories: resource risk; technological risk; regulatory risk; investment parity risks; and institutional risk aversion. The impact of each risk upon geothermal financing is assessed. The federal government's programs to provide financial incentives for geothermal development are presented as follows: tax incentives; indirect financial incentives programs; direct grant/cost-sharing programs; and attempts at reducing regulatory risk through the enactment of legal and institutional reforms.
