Alternative Community Living Arrangements and Non-Vocational Social Services for Developmentally Disabled People.

This document explores issues in the 1980's that will confront professionals who coordinate alternative living arrangements and nonvocational services for developmentally disabled persons. An introduction summarizes the 1978 amendments to the Developmental Disabilities Act and identifies major features of alternative community living arrangements and social development services. Papers then assess the trend to consolidate clients and programs into more generic structures, arguing against moving too quickly to give up the system of specialized services that is currently part of public policy. Discussions on manpower issues consider projected staffing needs, labor market trends, high employee turnover rates in residential facilities, and recruiting primary and secondary caregivers. Following a review of major principles involved in client participation, another presentation describes the growth of the self - help advocacy movement among developmentally disabled citizens. A history of deinstitutionalization and system reform demonstrates the need for new monitoring practices that reflect altered relationships between State bureaucracies and service providers. Another analysis of accountability focuses on State licensing and certification techniques and advances several means of carrying out local quality assurance activities. Papers on program financing trace the history of funding developmental disabilities services, detail economic factors that will affect future funding, and outline steps that should be taken to maintain past gains. Finally, the evolution of community - based programs is discussed along with problems they have encountered. References are included.
