Paraho Oil Shale Module: Environmental Compliance Plan. Topical Report, Task 6

The environmental protection plan will assure that the Paraho Module Project complies with federal, state, and local regulations. The plan is designed to prevent serious impacts to the environment during construction, operation, and abandonment; and to reclaim the disturbed areas to the baseline standards. The environmental compliance plan includes the following: (1) identification of control technology equipment and/or pollution abatement procedures; (2) monitoring plan including sampling locations and procedures; (3) mitigation plans required by permits and the environmental impact statement for all stages of the demonstration program; and (4) self inspection and reporting procedures to verify proper operation and efficiency of pollution abatement and control equipment. This plan does not include items such as socioeconomic impacts and impacts to cultural resources or their mitigation measures. The environmental compliance plan was developed under two limitations: detailed process and mechanical designs have not been completed; and applications for permits are not completed.
