This volume documents the current regulatory requirements for licensing permits and approvals applicable to implementing either the Compressed Air Energy Storage (CAES) facility or the Underground Pumped Hydroelectric (UPH) facility at a specific site location in Montgomery County, Maryland. An implementation plan and schedule is also developed for the period from project authorization by the sponsor through receipt of all required regulatory authorizations. The documentation is based upon review of all pertinent regulations on the federal, state and local level of government, review of other publications, acquisition of applicable guides and forms, and discussions with responsible agency representatives. The implementation plan is specific to the requirements within the State of Maryland; the plan is based primarily upon the state's siting procedure which provides coordinated state agency approvals. Notwithstanding the site specific nature of the plan, many of the regulatory requirements, as well as the approach to implementation, should be suitable for general reference in developing licensng plans for CAES or UPH facilities.
