The primary purpose of the multi-city energy planning study is to develop recommendations for the reduction of electrical energy consumption in new residential development. The desired reduction is twenty-five percent (25%) from the expected consumption in a residential building conforming to the existing Washington State Energy Code. The cities participating in the study are Bothell, Issaquah, Kirkland, and Redmond located in King County, Washington. The evaluation of energy conservation involved an energy and an economic analysis for a typical residential building for three residential building types: single-family detached, single-family attached, and low-rise multi-family. The energy analysis computed the annual energy savings for a particular conservation measure that exceeds the requirements of the current local energy code. After the energy savings were determined, then an economic analysis calculated the cost effectiveness of the particular conservation measure as an investment by the homeowner. The primary determinants for cost effectiveness in the study are Life Cycle Costing and Internal Rate of Return. Each considers first costs, future costs and savings, the timing of cash flows, and the associated cost of money. However, the major determinant for cost effectiveness in the study is the Internal Rate of Return.
