Characteristics of Children in Substitute and Adoptive Care: A Statistical Summary of the VCIS (Voluntary Cooperative Information System) National Child Welfare Data Base

This report presents statistical summaries of the national child welfare data gathered from public State child welfare agencies for the 1981 to 1982 period. The report describes the background of the Voluntary Cooperative Information System (VCIS), and describes how the child welfare data were gathered. Forty-eight States provided data to VCIS. The data were then divided into three groups: children in substitute care, adoption case information, and substitute care and adoptive care expenditure information.
