Technical Assistance to State Agencies on Economic Regulatory Policies. Final Report

The purpose of this project is to provide technical assistance to state regulatory agencies, state energy agencies, and non-regulated utilities. Three main types of technical assistance were envisioned at the time: on-site assistance specific to the needs of a particular state agency, generic research assistance tailored to the needs of several states in attempting to solve common regulatory problems, and educational services such as regulatory workshops, roundtables, and conferences. The plan established four major programs to provide assistance to state regulatory commissions: rate design, cost control, computer assisted analysis, and regulatory information exchange. The programs were established based upon input from state commissions, federal agencies, NRRI staff and Board of Directors, and university faculty members. The intent of the program was to establish ongoing areas in which specific projects would be carried out. While the programs were multi-year in length, the projects could vary lasting from as little as two months to two or more years. The objective of each project was to help strengthen the capabilities of state commissions to act effectively in each of the four key program areas. This final report presents the activities, findings, or results achieved under each project for each of the four program areas under the two-year grant extension. Part I contains summaries of projects conducted for the US Department of Energy (DOE) in the first funding period under the grant extension; Part II has the summaries of the second funding period. Projects are organized and summarized by the program areas described previously. (ERA citation 09:047961)
