Assessment of the Relationships Between the Department of Energy and Universities and Colleges. Volume 1

This study examined the entire spectrum of the Department's relationships with and programs for universities and university scientists and students. This included the direct support provided by Department programs for on-campus research and related manpower development and the indirect, but substantial, assistance provided through the Department's national laboratories to university faculty and students. A series of indepth case studies and assessments were also carried out on a number of past and current programs involving universities. Seven major issues and concerns which require attention if the Department's relationships with the academic community are to be strengthened and improved are identified as: the lack of comprehensive and consistent Department-wide policies toward the involvement and support of universities in energy R and D and related programs; the Department's management and procurement policies and procedures related to the support and oversight of university programs; relationships between the Department's national laboratories and the academic community; participation of university scientists and students in the Department's various energy technology development programs; the Department's role in the development of professional-level manpower; communications between the Department and the academic community; and university involvement in multidisciplinary and interdisciplinary energy R and D.
