This report evaluates the technical and economic feasibility of applying the Avco-Ebara flue gas treatment process to coal-fired electric utility steam generators. The technical assessment addresses the process chemistry, historical development, critical process parameters, areas requiring further development, safety and environmental concerns, and the readiness for commercialization of the process. Process design criteria are developed for a hypothetical generating station having two 500 MW units, and a conceptual design for applying the Avco-Ebara process at that station is developed and described. The major conclusions drawn from this study are: (1) the proposed flue gas treatment process is technologically feasible; (2) simultaneous removal of sulfur oxides and nitrogen oxides is possible at high efficiencies; (3) the flue gas treatment process is safe and has no adverse impact upon the environment; (4) electron-beam generation equipment large enough for use in the process is being designed, but has not yet been commercially manufactured; (5) a 10 MW process demonstration unit being implemented by the co-developer of the process is a critical step in the orderly evolution to large-scale utility use; (6) under present conditions, requiring no postcombustion NO/sub x/ control, a $48/ton return for the by-product (above transportation costs) is needed to equal the 30-year levelized revenue requirement for a wet limestone scrubbing alternative; and (7) if postcombustion NO/sub x/ control involving between 70 and 80 percent removal were required, the process, without any return for the by-product, could provide as much as a 25 percent savings in the 30-year levelized revenue requirement for an alternative of wet limestone scrubbing combined with selective catalytic NO/sub x/ reduction.
