Options for Energy Efficiency in the Residential Sector: 1983-2000. Illinois Energy Plan, Volume 8

This report is a state-wide analysis of energy efficiency options that would provide least-cost energy services in the five largest areas of residential energy service demand. The goal of this analysis was to determine the levels of efficiency required in appliances, equipment and building shells to provide the least costly delivery of energy services for refrigeration, foodfreezing, air conditioning, water heating, and the level of comfort maintained by furnaces, existing building shells and new residential construction. The net potential energy and dollar savings, the value of individual and total reductions in energy consumption minus the investment required to produce the increased efficiency, is identified for each residential service demand over the study period - 1983 through the year 2000. In addition to the least-cost analysis and the projections of direct and indirect economic impact on the economy as a whole, this report also proposes the elucidation and development of several criteria and methodologies which would approach two goals: (1) utility conservation investment programs should pursue the implementation of all economically feasible, cost-effective energy conservation measures in the residential sector through maximum participation of residential customers, and (2) utility conservation investment programs should result in a fair and equitable distribution of program costs and benefits among participating and non-participating ratepayers.
