The US Department of Energy is planning to acquire land adjacent to or in the immediate vicinity of the research center complex represented by Lawrence Livermore National Laboratory (LLNL) and Sandia National Laboratories, Livermore (SNLL). The land acquisition will be used to create a buffer zone to enhance the physical security of the site. The purpose of this environmental assessment is to describe the activities associated with the land acquisition phase of the Enhanced Site Security Project and to evaluate potential environmental disruptions. The project site is located in a rural area of southeastern Alameda County, California, where the primary land use is agriculture; however, the County and/or the City of Livermore has zoned much of the project area for industrial development. The environmental impacts of the land acquisition phase of the project include only socioeconomic effects, basically stemming from the prevention of industrial development in the desired buffer zone; later project phases (construction of security facilities, landscaping, etc.) may include surface disturbance, high noise levels, possible increases in site erosion, and decreased air quality. These impacts would be temporary and could be mitigated in part by standard precautionary measures. 32 references, 12 figures, 1 table. (ERA citation 09:044547)
