Handbook for Preparation of Individual Procurement Action Report (IPAR)

The Procurement and Assistance Data System (PADS) provides a mechanism for collecting, assembling, organizing, and presenting contract data for the Department of Energy (DOE). This guide and associated documents establish a uniform system to report acquisition data to PADS, for collection, processing, and dissemination of official statistical data on the Department's procurement and assistance actions. The data provides, based on information available in the system at the time of request, a basis for any required recurring and special reports to the procurement executive, Congress, GAO, Federal executive agencies, OMB, and the general public. It provides data for measuring and assessing the extent to which small business firms and small minority business enterprises are sharing in DOE placement, and for other procurement policy and management control purposes.
