Management of Severe Accidents: Extending Plant Operating Procedures Into the Severe Accident Regime.

摘要

This study examines the feasibility and value/impact of extending emergency operating procedures into the severe accident regime. It reviews the types of knowledge needed to develop such procedures and the applicability of existing regulatory review criteria. A method is developed and illustrated in two test cases. This study concludes that it is feasible to develop procedures for operators to mitigate the consequences of accidents progressing past the onset of core damage. A preliminary value/impact assessment indicates a significant likelihood of there being an overall net positive benefit of developing mitigative procedures.
