Environmental Assessment on BPA's (Bonneville Power Administration) Proposal to Apply the Council-Recommended Conservation Surcharge.

The Pacific Northwest Electric Power Planning and Conservation Act (Pacific Northwest Power Act) authorizes the Pacific Northwest Power Planning Council (Council) to recommend to the BPA Administrator that he place a conservation surcharge on BPA utility customers. The Council has chosen to make this recommendation to BPA and now the Administrator must decide whether to apply the surcharge. The Council's surcharge recommendation is part of a three-prong strategy for insuring that new residential and commercial buildings are designed and built to be energy efficient. The Council's three-prong strategy gives units of government or utilitites three choices for assuming responsibility to help meet the region's future electric loads. The choices are either to adopt the MCS, adopt alternative plans which yield energy savings comparable to the MCS, or pay the surcharge on power obtained from BPA to recover the costs of serving electric load that would have been eliminated by the MCS or alternative plans.
