Whether decentralized control is feasible and desirable for a large scale system depends to a large extent on its dynamic structure. The objectives of this contract have been (1) to develop new theoretical techniques to analyze and simplify scale systems, and (2) to investigate the applicability of these techniques to models used by electric utility analysts and planners.
