This is the third in a series of reports addressing the regulatory and institutional factors affecting the small scale hydropower industry. The period of time covered by this report is from January 1, 1986 through March 31, 1986. The information contained in this report is intended to supplement the first and second Project Monitor Reports. In the tax and finance areas, the Senate Finance Committee has started work on an alternative tax proposal developed by the committee staff. (ERA citation 11:033886)
