The report defines the scope, application and limits of the technical cooperation the Nuclear Regulatory Commission (NRC) would provide, upon request, to a foreign regulatory agency in a nuclear emergency. It outlines the basis for such cooperation, offers a model written agreement, and describes recent cases of NRC assistance. It also identifies non-NRC sources of emergency advisory assistance available to foreign organizations.
