This study attempts to examine the prospects of serving a 16 block downtown area with a new district heating and cooling system. The system would deliver hot water and chilled water to the various buildings in the district who choose to be connected. The core of the system would be large water source heat pumps which would utilize waste water effluent from the Theresa Street Plant. By incorporating the heat pump into this system the waste water effluent becomes the primary source for heat extraction and rejection for the district system. The advantages to the building owner include: (1) hot water and chilled water can be purchased at a rate comparable or below that of operating their own boiler and chiller; (2) the need for a boiler and chiller are eliminated which substantially reduces capital cost of equipment and on-going maintenance costs; (3) the elimination of related costs such as water treatment, insurance and maintenance labor; (4) the gain of space in the building which would be occupied by the equipment could be utilized for alternative purposes.
