Turbine Protection System Evaluation

Information contained in operating power plant data bases indicates that malfunc¬tion of the turbine protection system (TPS) has been the initiator of many nuclear power plant events which have resulted in reactor trips, attendant loss of plant availability, and impact on thermal cyclic life of plant pressure boundary compo¬nents. Many of these documented events have been considered to be caused by improper or faulty action of sensors leading to false trip conditions.nThe objectives of this study, therefore, are to:n• Analyze the history of TPS-related outages in the years between 1978 and 1985 at nuclear generating facilitiesn• Determine the severity of the problem in terms of impact on plant availabilityn• Determine the root causes behind TPS-related outages which appear to be spurious in naturen• Identify potential corrective actionsn• Establish advisability of corrective action implementation through cost benefit analysesn• Assess impact of corrective action implementation on plant licensing and insurancen• Assess probability of turbine manufacturer/industry adoption of recommended corrective actions.
