Seven waste sites known as the Bingham Pump Outage Pits located in areas of the Savannah River Plant (SRP) received solid waste containing an estimated 4 Ci of low-level radioactivity in 1957-1958. These sites were subsequently backfilled and have been inactive since that time. Most of the radioactivity at the Bingham Pump Outage Pits has been eliminated by radioactive decay. A total of approximately 1 Ci of activity (primarily sup 137 Cs and sup 90 Sr) is estimated to remain at the seven sites. The closure options considered for the Bingham Pump Outage Pits are waste removal and closure, no waste removal and closure, and no action. The predominant pathways for human exposure to chemical and/or radioactive constituents are through surface, subsurface, and atmospheric transport. Modeling calculations were made to determine the risks to human population via these general pathways for the three postulated closure options. An ecological assessment was conducted to predict the environmental impacts on aquatic and terrestrial biota. The relative costs for each of the closure options were estimated. Evaluation indicates that the relative human health risks for all closure options are small. The greatest public risk would occur after the waste site was released to unrestricted public use (assumed to occur in Year 2085) via the groundwater pathway to a well. The cost estimates show that the waste removal and closure option is the most expensive (89.6 million dollars).
