Some Basic Concepts of Fast Breeder Reactor Safeguards

The range of discussion topics of this report is restricted to a few key areas of safeguards importance at Fast Breeder Reactors (FBR) only. The differences between thermal and fast reactors that may have safeguards significance in the case of FBRs are listed. The FBR principles of design are mentioned. The relevant safeguards objectives and criteria are given. The fundamental issues for safeguarding FBR are treated. An outline safeguards approach is presented.
