The purpose of this procedure is to define the scope, organization, and responsibility and to provide instructions for the performance and documentation of the Reactor Safety Evaluation Division's (RSED) independent review and oversight, referred to as the Operational Readiness Evaluation (ORE), of the K-Reactor Restart Effort.
