This report is a part of the Nordic BER-3 project's work to propose and harmonize Nordic intervention levels for countermeasures in case of nuclear accidents. This report focuses on the methodology for justification and optimization of protective measures in case of a reactor accident situation with a large release of fission products to the environment. The down-wind situation is very complicated. The dose to the exposed society is almost unpredictable. The task of the radiation protection experts: To give advice to the decision makers on averted doses by the different actions at hand in the situation - is complicated. That of the decision makers is certainly more: On half of the society they represent, they must decide if they wish to follow the advices from their radiation protection experts or if they wish to add further arguments - economical or political (or personal) - into their considerations before their decisions are taken. Two analysis methods available for handling such situations: cost-benefit analysis and multi-attribute utility analysis are described in principle and are utilized in a case study: The impacts of a Chernobyl-like accident on the Swedish island of Gotland in the Baltic Sea are analyzed with regard to the acute consequences. The use of the intervention principles found in international guidance (IAEA 91, ICRP 91), which can be summarized as the principles of justification, optimization and avoidance of unacceptable doses, are described.
