R&D Investment - A Strategic Vision of The Future

The Army has reached the 'end of the beginning' in its acquisition reform program. We have made real and visible progress in our procurement processes, and we now have a solid foundation in place as we move toward the 21st century. Teamwork has been the key to our success. Let me briefly highlight some of our success stories lessons learned, or problems in each area: First, the use of performance specifications in lieu of military specifications; Second, the integrated product team (IPT) initiative; Third acquisition reform initiative is cost as an independent variable (CAIV); The fourth area that offers great promise is the restructured Army requirements determination process; The fifth is Modernization through spares is another critical acquisition reform initiative; The sixth critical initiative is the single process initiative.
