This study examines the coastal and riverine force structure required to supportthe U.S. Navy's operations in the littoral environment, The White Paper 'Forward...From the Sea' reveals the Navy's support to the strategic ends, ways, and means outlined in the 'National Security Strategy,' emphasizing operations in the littoral environment. This study examines the brown water force structure needed to respond adequately to missions identified in the 'National Security Strategy' and 'National Military Strategy,' in the regions specified in these two documents where littoral operations might be the appropriate response. The impetus for this research was to respond to a question similar to the thesis posed by the Naval Doctrine Command.
