The President authorizes the use of U.S. troops under the operational control of a United Nations commander for peacekeeping operations authorized by the United Nations Security Council. The United States provides support to the United Nations under the Foreign Assistance Act of 1961, as amended, and the United Nations Participation Act of 1945, as added and amended. The United Nations provides reimbursement for participating troops at standard rates approved by the General Assembly. Those rates together with the number of troops provided are used to calculate the level of reimbursement to be made to a participating country for the incremental costs incurred for providing troops to the United Nations for peacekeeping operations. From October 1994 through May 1996, DoD reported $429.4 million in incremental costs to support United Nations peacekeeping operations for the Former Yugoslavia and Haiti.
