The work described here was accomplished in the 'Planning Future Forces' projectof RAND's National Defense Research Institute (NDRI), a federally funded research and development center (FFRDC) sponsored by the Office of the Secretary of Defense, Joint Staff, and Defense Agencies. The project itself is a special cross cutting effort sponsored by the NDRI Advisory Board (NAB) as a whole.
