This report presents a variety of subcontract data collected from Department ofDefense (DOD) large business firms that least one award in excess of $500,000 ($1,000,000 for construction). Public Law (P.L.) 95-507, as amended requires that these contractors establish a small business subcontracting program and report to DoD semiannually, using standard 295, on subcontract awards. As required by P.I. 103-355, Federal Acquisition Streamlining Act, the SF 295 was revised beginning with fiscal 1996. Reporting requirements were also changed from quarterly to semiannual. Table II-1, page 8, shows the dollar amount and percentage distribution of awards from DoD contractors to large businesses, small disadvantaged businesses, Historically Black Colleges and Universities or Minority Institutions, small businesses for the first half FY 1997 and FY 1996. Table 11-2, page 9, (formerly known as Table II-5) summarizes DoD subcontracting program awards by the reporting organization's location, which may or may not be the place of performance. Only those locations for which data were reported. The U.S. Territory Total line contains the cumulative amounts for all the U.S. Territories (Puerto Rico, Islands etc.) reported as one entity. During the current reporting period, five of the reporting organizations were 1ocated in Guam, and one was located in American Samoa. As a result of the SF 295 revised reporting requirements, this publication now includes tables to reflect the top ranked order as follows: Table 11-3, page 10, by largest dollar volume; Table ll-4A, page 11, by percentage of total awards to small businesses and dollar volume to small businesses; Table 11-4B, page 12, by largest dollar volume to small businesses; Table ll-5A, page 13, by percentage of total awards to small disadvantaged businesses and dollar volume to small disadvantaged businesses;.
