This report recommends a fundamental change to the way the uniformed servicesmanage their human resources. This change transforms the way the human resource management function is carried out and the competencies required of people, both within the function and throughout the uniformed services. This part of this report considers how large, diverse organizations manage change. It discusses types of organizational change; why organizations, individuals, and leaders resist change; and how leaders can lead major organizational change efforts. It also presents a process for how the uniformed services can accomplish major organizational change. Although this part of the report is primarily intended to contribute to the adoption of a strategic approach to human resource management, the discussion is fully applicable to other major change efforts in the uniformed services as well. Finally, consistent with its primary purpose, this part of the report recommends specific activities to further the understanding and acceptance of a strategic human resource management process.
