Tools Deployment Strategy for the Implementation of Integrated Product and Process Development (IPPD) in Science and Technology (S&T)

The purpose of this task was to identify tools and methods that could support the AFMC/ST Science and Technology (S&T) Integrated Product and Process Development (IPPD) Initiative. The intent is to deploy Commercial off the Shelf (COTS) software products that will aid the S&T community in implementing the IPPD strategy and, in turn, reduce program management and operation costs. This effort bad three general objectives: (1) Gather user needs for tools to support the implementation of the IPPD process. (2) Provide a market assessment to determine whether commercial tools exist that could support these needs. (3) Recommend a tools development strategy for deploying tools throughout the Air Force S&T community. Program managers at five major Air Force R&D organizations underwent structured interviews to determine their tool requirements in each of four areas: (Technology) Requirements Management, (Value Judgment via) Group Consensus, (Program Management) Workflow, and (Design) Value Analysis. COTS tools were evaluated against those requirements and recommendations were made for tool selection and further tool development.
