1972 Mining of Haiphong Harbor: A Case Study in Naval Mining and Diplomacy

摘要

This paper summarizes the events leading to the U.S. mining of Haiphong Harbor in 1972, near the end of the War in Vietnam. It uses the lessons learned there to examine the implications of the use of naval mining as an element of coercive diplomacy in future conflicts.
