This report responds to one of several reporting requirements contained in theNational Defense Authorization Act for Fiscal Year 1998, Public Law 105-85, relating to the allocation of depot workloads currently performed at the closing San Antonio and Sacramento Air Logistics Centers. Section 359 of the act, codified at 10 U.S.C. 2469a, requires us to review solicitations issued for the workloads at San Antonio and Sacramento, and to report within 45 days of the solicitations' issuance on whether they (1) are in compliance with applicable laws and regulations and (2) provide a substantially equal opportunity for public and private offerors to compete for the contract without regard to the location at which the workload is to be performed.1 On March 30, 1998, the Air Force issued a solicitation for the purpose of conducting a public-private competition for various depot-level workloads being performed at the San Antonio Air Logistics Center at Kelly Air Force Base, Texas. As described in detail in appendix I, the solicitation provides for a single award, for a period of up to 15 years, for the performance of workloads for the T56, TF39, and F100 engines and fuel accessories. This letter provides our assessment of the solicitation as required by 10 U.S.C. 2469a.
