America's Army: Preparing for Tomorrow's Security Challenges

As the new millennium approaches, America's elected leadership should anticipate that chaos and unpredictability will continue to characterize the international strategic environment. Ample evidence suggests that global instability and regional conflict will most likely occur along geopolitical and cultural faultlines that have separated civilizations for millennia. The rise of a regional hegemon constitutes the most dangerous future challenge to American vital interests. America's Army will continue to be the only element of military power prepared to exercise direct, continuing and comprehensive control of land, its resources, and its people. While pursuing an aggressive path that will transform it from a heavy, forward-deployed force to a lighter, more versatile, power projection force, the Army will exist to deter aggression and to fight and win the nation's wars. The Army must be sufficiently versatile to operate effectively across a wide range of missions as part of a joint force or multinational coalition that can win quickly and decisively.
