Road to Information Dominance: System of Systems Concept for the United StatesArmed Forces

Information and technical superiority is the foundation on which our NationalMilitary Strategy implementation rests. The advancement of technology transformed warfare into the art of employing integrated advanced information and weapons systems with forces to dominate an opponent strategically, operationally and tactically. The dominance exhibited by U.S. forces in Operation Desert Storm demonstrates reliance on advanced technology to win decisively. Maintaining a technological edge grows increasingly important as force structure decreases and high-tech smart, expert and possibly brilliant weapons become readily available on the open market. Our current technological advantage is based on past experience with an investment in technology. It is prudent and reasonable to assume that our future war fighting capabilities will be appreciably forged by today's contribution. This study focuses on information dominance through the U.S. Armed Forces System of Systems concept. It addresses and analyzes current and future strategic implications and requirements for U.S. warfighting communications and information systems. It proposes a more flexible, reliable, responsive, robust and survivable high capacity throughput communications and bitways system to support future force projection operations for the Force and/or Army After Next. Lastly, it concludes with a suggested methodology to implement the System of Systems concept to enable information dominance.
