To Defend Europe. The Swiss Temptation. (Defendre i'Europe, la Tentation Suisse)

Why is the field of safety and defense, in a paradoxical way, the only one where the union of the fifteen does not have force. Why is it necessary that Europeans have a capacity of defense that is proper for them in the respect of their alliances. If, since the beginning of European construction, France is convinced of this need, it does not go from there in the same way for many of its partners who prefer to remain in a system placed under the authority of the United States. Rather than to add their influences with the service with their interests and their values, they still too often yield the temptation of the play of balance between neighbors, with the image of the Swiss cantons that could not be linked only on the condition of adopting neutrality. from the analysis of the war of the Gulf and the crisis of ex-Yugoslavia, the author develops all the reasons that can lead the fifteen to want transatlantic bond tomorrow. With the image of the method used for the Euro, Europeans, deciding to make the effort necessary, can engage of the co-operations restricted1, as regards defense, to set criteria to be respected to create a new kind of military tool and to acquire near a gathered European industry the equipment which is missing to them.
