Feasibility of Direct Conversion of Page-Based Information

Feasibility of Direct Conversion of Page-Based Information is a study to determine the feasibility of using low cost Commercial Off-the-Shelf (COTS) software packages to convert paper based technical information to HyperText Markup Language (HTML) and viewed via low cost web browsers. As well as determining feasibility, the project evaluated multiple methods of conversion with alternate electronic file formats (i.e., Standard Generalized Markup Language (SGML) and Portable Document Format (PDF). Each method was investigated and a recommended process to convert paper technical manuals to HTML using specific COTS software packages is presented. Costs to convert the paper to HTML using this process were quantified and compared to costs for electronic formats (Interactive Electronic Technical Manuals (IETMs)). A demonstration of the resulting HTML files was conducted and is described in this final report.
